Copying Live Site to Dev Server

live site > cpanel > download partial backup
live site > cpanel > download database backup
upload contents of public_html folder into subfolder on Dev server
create new database on the dev and upload database backup to it

updated paths in:
config.core.php
manager/config.core.php 
core/config/config.inc.php   update database password
connectors/config.core.php

if you get an error with the login screen not displaying, ftp > delete the contents only of core/cache folder
